You don't need to download anything, go into your UnrealTournament\System folder and search for a file named UnrealEd.exe, that's all you're looking for.

Be careful though, if your UT has been patched up to version 4.51 your Unreal Editor may not work. Never use that (unofficial) patch unless you want to run a dedicated server; the v4.36 is fine for most of the players and mappers.

Be careful, looking at it for too long has been known to cause permanent damage to eyes and mental health.
