It is easy so i am told. I just never messed with it.
You use a gif animator. You start with a bunch of frames and make tiny adjustments to the pics in each one. Then you decide how fast it will rotate through each frame and boom you got a moving gif!

I got this nice free program called SUPER from eRightSoft that could convert stuff into gif for avatars. Got something in mind?

Another one that I use is called GifAnimator from MicroSoft.
It is freeware and is only 303.03 KB.

You should slow down the flashing so it fades in and out slow. Would look much better!

No, it is Not a trial or demo.
No, you have to do the effects yourself manually!
It is a very simple, and simple to use, component that comes with some paid software that MS puts out.
If you want this to do a lot of special effects automatically - it is not for you.

Oh, your sig now looks pretty darn nice!
