Okay, this is a HIGHLY oversimplified way of how i do it. I can't see how it will help you necessarily but you did ask.

1) I go into UnrealEd and export the textures I wanna edit:

2) I go into ThumbsPlus (graphics conversion program) convert the .pcx (texture file outside of UT99) to a .png or .bmp and then alter the tint, if that's what I'm doing in this particular case:

3) I go into MS Paint and make further edits, possibly insert a graphic if I have one for whatever demented idea or concept that's rattling around in my head:

4) I convert the files back to .pcx and then import the textures into a new texture package I've made:

This doesn't cover editing the .int file, which basically tells the .utx (texture) file what's what. More often than not everything works fine.

Also, don't judge me by the skin. I've done Iron Man 2, Daredevil, and a bunch of other comicbook related ones. This was just a handy example.

Oh, you may have to hit refresh on some of those pics. Place I host images has been glitching like crazy recently.

This is beyond helpful and I thank you for this post Grin, I plan on taking this one step farther and recording a video since there are 0 video tutorials out there for this. Thanks again.
