here you go then sir:

Unzip it to your Desktop.
There you will find it as a green head.
Double click it.
A message pops up saying it isn't configured.
Say OK.
Click set up.
Browse to the path of your UT player install's UT\System\unrealtournament.ini file.
Select it.
Close UTCheck now and re-open it.

Now you should see all of the servers that you have in your UT favorites and who is playing on them, what their ping is, what the score is and all types of stuff. Enjoy!

Ya - I use one similar to this one at work.
It is pretty cool.
I think it is called "UT Watcher"
It doesn't need UT installed - that is why I use it at work.
Actually it works either way.
It quiries each or any server you add in.
It'll even go to the master servers and you can add the servers from there, but that way is slow.

It will keep track of your "buddies" also.
So it says anyways as I haven't used any of the features except watching UT servers.
