Vsync is called
SwapInterval in UnrealTournament.ini if you use the newest OpenGL drivers.
SwapInterval: Controls V Sync. If set to the default value of -1, the default buffer swapping method is used. Set to 0 to disable V Sync. Set to 1 to enable V Sync. Set to higher values for one frame every N screen refreshes. Not all video drivers support values higher than 1.

Oh and speaking of my ISP, I'm now on Internet Lite Plus, which is better than mere Lite, for only a small amount more. They keep having a marketing company try to get me to switch my land line telephone to a cable phone, but that ain't gonna happen. It seems they won't forget that they gave me a year's worth of trial at full bandwidth for only 5 bucks more a month, because the offer has never been repeated, more is the pity. And I have asked about it when they call. But it's never available. *sigh*
