Looks Healthy I guess!
I see you took the plunge and went to vers 3 of phpBB!
I'm working on that now with my forum directory.
I have had 2 phpBB3 test forums already in 2007 and 2008 so I think I'm ready to switch at least a few of my forums over to version 3.
The first will be The Forum Directory.

I was confused. I have the board time set to -6:00 Central and I have my time set to be the same so I thought that when I posted it should say I posted it at the actual time rather than a hour ahead or behind when I posted. This is the part that is still bugging me. It says this on the bottom left of the forum:
All times are UTC - 6 hours [ DST ]
I feel thatif the forum is set to my time and if my user is set to the same time then if I post at 4:00 PM the post should say I posted at 4:00 PM but it will say I posted at 5:00 PM. It makes me mad. I tried all sorts of settings and day light savings options but the time for my post is always off by an hour.

What's the difference between the old GMT and the newer UTC system? Not to mention you have to consider (or not?!) Daylight Saving Time... It never works right for me. 
Also when I upload files on my smartphone they usually have one or two hours of delay... Maybe that PC internal clock is a bit confused... or it needs to be synchronized with the phone.

I'm thinking that these servers can't run everybody's times all of the time so they run their own time but then why give us an option to set our time and the forum time if the servers are going to force their own time?

Set it to GMT and forget it. If someone can't be troubled enough to know what the offset for GMT is for them, then time makes no difference to them anyway.
