HMm sounds to me like u didnt enter a mutator in the custom games settings in the mapvote ini. U need an all deemer mutator or something of the sorts, then u must enter the mutator in the custom game line:

CustomGameConfig[4]=(bEnabled=False,GameClass="",NewPrefix="",Mutators="",Settings="")

maybe that helps??
